Regional Workshop on Seismic Risk in the Balkan Region was held on June 13th and 14th, 2019 at the Faculty of Civil Engineering in Belgrade. The workshop was organized by the SAEE Seismic Risk Working Group, the Faculty of Civil Engineering in Belgrade, EUCENTRE, and the Global Earthquake Model (GEM) Foundation from Italy. This workshop was held within the SERA project (Seismology and Earthquake Engineering Research Infrastructure Alliance for Europe) www.sera-eu.org/en/activities/joint-research/ (HORIZON 2020). One of the goals of the SERA project is to develop earthquake risk models for European countries. The workshop gathered 26 experts from Italy, Slovenia, Croatia, North Macedonia, Bosnia, Bulgaria, and Iran. The participant list is attached here.
The workshop was organized into four sessions (the program is attached here).
The first session (Session 1, June 13th morning) presented the seismic risk assessment methodology developed within the Global Earthquake Model (GEM, www.globalquakemodel.org). GEM development started in 2009 with over 700 researchers from various countries involved. One of GEM’s products is OpenQuake (www.globalquakemodel.org/openquake ), a software platform that enables seismic risk assessment for any location worldwide. The platform contains a global earthquake catalog for hazard assessment, but users can also input their own seismic parameters. Data for risk assessment in different countries are available in OpenQuake, though data accuracy varies by country. OpenQuake usage is free. The presentation illustrated how to use the OpenQuake platform. Presenters were guests from Italy: Dr Helen Crowley ( www.eucentre.it/fondazione-eucentre-pavia/crowley-helen/?lang=en ), EUCENTRE, risk study leader within the SERA project, Dr. Vitor Silva, risk study leader within GEM, and Venetia Despotaki, researcher at GEM Foundation. These lectures were open to the public.
The second session (Session 2, June 13th afternoon) focused on seismic risk research in the Balkan region. Five thematic lectures relevant to the region were given, including behavior of masonry and precast reinforced concrete large-panel buildings, building stock research in Osijek, Croatia, seismic hazard assessment in North Macedonia, and recent seismic risk research in Slovenia. Speakers were: Dr Matjaž Dolšek (Slovenia), Dr Marijana Hadzima-Nyarko (Croatia), Dr Radmila Shalić (North Macedonia), Dr Anton Andonov (Bulgaria), and Dr Naida Ademović (Bosnia and Herzegovina).
The third session (Session 3, June 14th morning) was dedicated to exposure models for Balkan countries. Venetia Despotaki presented the development of exposure models within the SERA project and data available for Balkan countries. Exposure models are a crucial aspect of seismic risk assessment as they describe the building stock composition, depending on settlement type (urban/rural), construction age and type, and estimates of replacement costs in case of earthquakes. This session included a panel discussion with representatives from countries working on exposure models. Dr Veronika Shendova presented building and bridge exposure models for North Macedonia developed by IZIIS, Skopje. Dr. Marta Šavor-Novak presented activities on exposure modeling and seismic risk assessment in Croatia. Ms. Jovana Borozan described the development of exposure models for Serbia started in 2018 within SAEE’s seismic risk working group.
The fourth session (Session 4, June 14th afternoon) began with an overview of initiatives on seismic risk assessment and management in the Balkan region. Dr Zoran Milutinović from IZIIS, North Macedonia, presented activities in seismic risk management in the former Yugoslavia and IZIIS’s role. Dr Josip Atalić discussed challenges in seismic risk assessment in Croatia. The last part included three lectures on seismic risk reduction in Europe. Andrija Zorić presented the building stock development in Kragujevac as a case study for Serbia’s exposure model. Dr Kemal Edip presented research on soil-structure interaction carried out at IZIIS, Skopje. Mr. Andrija Zorić presented a seismic isolation project for vibration protection at a scientific institute in Serbia.
Participants supported the proposal to continue cooperation in seismic risk assessment in the Balkan region through workshops, meetings, and joint projects.
